The answers to your questions will depend on the device you are using. If the device has keys on it that can be used as arrow keys, then most likely it will work. I've used devices like this to control the computer during my lectures. They worked pretty well. However, when my last employer provided me with a pacMate, I used it as an infrared keyboard with the high tech presentation system (called a Smart Board), and when I used my laptop, I used the PacMate in Remote mode and controlled my presentation and my entire computer with it.
If the device is more like a hand-held trackball, then it will probably not work.
