If so, then I am not sure if there is a way to turn those types of
notifications on and off.

they are enabled by default. if you don't hear the pop sound. its
because you have changed the sound skeem or theme. to check for this
go to control panel, sounds and audio devices, and look in sound tab
menu in the list.

Sometimes I hear the balloon sound on my machine but I don't know how
to access the balloon. Any ideas on how to read the balloon?
