Yes. In reality, you're using highest Windows 10 edition, but the license
you've got turns some features on or off. Compared to Pro, Enterprise gives

Depends. Under some circumstances, Cortana can be turned off (but for
enterprises), whereas it can't be done for consumers.

Mike, in the run dialogue box, type "msconfig". In the startup tab, I
suspect you have a lot of "crap"(your words) and uncheck the items as
can start as needed.
