Go to your documents list and place focus against the one you wish to
attach.
Press control-c to copy.
Place focus in the message field of the email you will be sending.
Paste with control-v.

I either get to the attachment option via the Outlook menu, or I use Alt N
which puts me in the menu as well.
I want to stress that this only started happening late

attached into the message field, at which point it turns into an attachment.
