Try turning preview pane to off, and When using JAWS, the Outlook Reading
Pane must be set to the bottom of the window or disabled. If the Reading
Pane is set to the right, it forces the Message List Headers into Two-line
mode, and only the first line is announced

In Outlook, have you set View to show the preview pane? Personally I hate
the preview, as it interrupts me going through the list.
