I convert a lot of documents to Word, just did a 13 page document, this week
and I have not had any cleanup yet. They claim 99.6% accuracy with their
OCR.
There is an intermediate screenfor cleanup but I do not think that screen is
accessible. ABBYY
Does anyone know of a pdf to word program that they could recommend me too?

Adobe distributes a free PDF reader adobe acrobat reader. It is
reasonably accessible.
Goto adobe.com and look for the accessibility link. This may do the
trick for you.

Unfortunately, the free Adobe Reader does not convert from PDF to MS
Word. It converts to text (if the document author has allowed it).
