If you press JAWS+Z more than once, you can turn it on, turn it on for all applications, turn it off, and turn it off for all applications, in a rotor-like fashion. Perhaps you've left it set in the "turn off for all applications" mode.

It's the insert Z one. I'll be looking through an email or trying to read a Web page, and after doing a few things I'll check to see if the virtual cursor is still on like I want it to be. But it turned off by itself and I have to keep turning it back on with the command insert Z. I can't understand why it's doing this, or why the Web pages get stuck in that spot where it says the web address and home button. I don't know if something in tabs should be changed so it won't stay stuck in that spot. The page is set to refresh as needed but links and headings just don't show up.
