UCL should not scan wars for resources

The UCL scanning for resources in its classpath elements can result is
excessive and unnecessary delays for wars as these often contain large content
including links outside of the war. Only the WEB-INF/classes and WEB-INF/lib
content should be added if the war is using the UCL class loader.
