Never mind. I got it working. In jboss-portal-2.6.5.SP1/server/default/deploy/jboss-web.deployer/server.xml, I apparently needed to set autoDeploy="true" and deployOnStartup="true". Furthermore, my expanded web application directory needed a war extension, or I got INIT_WAITING_DEPLOYER errors.
