This does not appear to be a Portal problem - this same error would probably happen with JBoss AS.
The first think to check is that the account used to run JBoss AS has full permissions on jboss_home and its sub directories. Also, it appears this error happens while setting up RMI. This could indicate some network issue, or perhaps a security issue (the account used to run JBoss AS does not have sufficient privileges to do some network operation). You will probably have to get an expert on the IBM JVM on that OS (is it AIX?) to look at it.
