I went through systematically removing item by item until the app would deploy. Here
it is...
You can not have a META-INF folder in jboss when deploying as a directory. If you
un-jar a web application be sure to remove this directory and everything will work.

ok, so this is pretty wierd but... It appears the problem is the directory not being
zipped.
If I zip up the directory into the war file and drop that in any folder under deploy
it works fine
If I just copy the directory that I just zipped into the deploy directory I get
scrolling errors
