Repost: where is 'semantic-load' to be found?

Dear JDE users, Can anyone tell me where the file semantic-load.el might be found? jde.el fails on the statement, (require 'semantic-load). I cannot find `semantic-load.el' or 'sematic-load.elc' on my emacs installation or in any of the packages required by jde: semantic, speedbar, eieio,
