Add license and header to jelly files.
Fix databound in config.jelly file for command interpreted so no custom JSON
binding is needed in descriptor. This change is backward compatible data store
size because jelly involves only the structure of JSON in the REST call.
Add build step label to i18n.
Update the parent pom to the most recent jenkins version 1.x
