In theory, the code should work once Javadoc is published and the Javadoc site is rebuilt. All components publish Javadoc by default if they are based on Jenkins Parent POM for components or plugins. It is definitely not a case for Acceptance Test Harness: https://repo.jenkins-ci.org/webapp/#/
