I finally released 1.19. My apologies for the delay.
I looked at the changelog and updated Wiki, but an edit by Francis would be
greatly appreciated.

It looks like it's been a while since the last version of the EC2 plugin
was released, and I see a lot of changes in the master.
I think it'd be good to cut a new release. Francis, if you are OK, I'd be
more than happy to run the release myself.
