If you add a file named sidepanel.jelly with any content (e.g. <div>Caims report</div>) on the folder src/main/resources/hudson/plugins/claim/ClaimedBuildsReport and rebuild the error stop happening.
But I am not sure I undertood the expected behaviour because no builds are shown in the report, not even the broken builds...
