When I set "Block until the triggered projects finish their builds" for downstream projects in the parent project configuration and then look at the downstream view for the parent job run, there is "build number #0000 (NOT_BUILT)" displayed. When "Block until the triggered projects finish their builds" is not set then build information is displayed.
