Use the "PULL" model.  Add your "tool" to the TurbineResources.properties.
Choose the scope of the tool.  It will be there when these (and all other)
.vm files are processed.

See the "P U L L  S E R V I C E" section of the TurbineResources.properties
file.  There's also documentation on the Jetspeed web site somewhere.
