Jim, One suggestion, link via an action to the new portlet and pass the name of the target jsp as a parameter. This would allow you to throw the address of the target jsp through the context and catch it in your portlet.

The location of another portlet is determined when that portlet is added by a user. Whenever they remove and then add it again the location ID changes and links to it are lost.
