The server machine is normally the one on which you run jmeter -s and
rmiregsitry; the client machine is the one you use to start the test.
I think you have these the other way round.

What about Java versions? Are they both at least 1.4?
Can you telnet to the server from the client?
e.g. telnet server 1099
This should at least connect, though you won't be able to do anything useful.
