Go create an account here: http://jquery.com/plugins/ and then just follow the links to create a new plugin. That does not include the plugin in the Subversion tree, but it provides a centralized location where people can find your plugin, including downloads and bug reporting. That tool allows you to link to an external home page for your plugin, demo page, etc. As an example: http://jquery.com/plugins/project/Spoilers
