It does show up (in IE7), but it doesn't take into account the scroll offset and just places itself at the top of the page and is only assigned the height of the viewport, not the document. What it should do is make itself the height and width of the document and problem solved (even when scrolling). I've had this problem with this plugin before which spurred me to write my own since I also had extensibility issues with it.
I'm can't remember off the top of my head where I made the change, but if you need me to dl the plugin and fix it up for you, I'd be happy to.
