Okay so I tried using the default, without my customizations, like the
actual link from jquery.com and it still doesn't work. But I have
another cookie object on my page and that one works.

needed (only added 1 theme, duplicated code exactly as other themes)
and am running it locally versus over the google library. It switches
fine, but doesn't save if I close the browser. Have tested in IE7,

Could you let us know what browser you're using and also verify that
you have cookies enabled?
A quick test shows the switcher saving a cookie on my browsers.
