I'd like to add here, that Tabs uses the given ul structure for a reason - and that is graceful degradation. Even without JavaScript a user would get an accessible, functional in-page navigation (like a TOC) due to the usage of anchors, or, in case of ajax tabs, fully functional links to other pag
