We've seen this behavior with Netscape browsers back to 3.0 for both GET
and POST. It seems to be triggered by META tags in the content. We first
noticed it when trying to set the charset of a page. For example: <META
HTTP-EQUIV="Content-Type" CONTENT="text/html; charset=ISO-8859-1">

In our case the work-around was to specify the charset in the HTTP
Content-Type header and leave out the META tag.
