Using Big5 in JWS

Hi, I am using JWS version 2.0 on Chinese(Big5) NT server. which work fine on some machine but having problem on other even they have the same config. The problem is all the Chinese Character (double byte code in big5 format) in the JSP files were translated into a question mark during the JW
