Master is blocked in preparation for 2.0-beta3

model migration now behind a feature flag

Hi folks, Since the 'juju migrate' command does not currently finish, we have put it behind a feature flag. Don't bother trying it yet, it doesn't work. We'll let you know when it is functional, and for what models it will work and under what conditions. There will be many caveats initially. T
