you forgot the by
if the DataFrame if represented by the variable df, how about
*by(df,:Col1,x-sum(x[:Col2]))*

This now works - by *(df,:Col1,x-sum(x[:Col2])) - it was my fault as I
left out a in one of the headers in my txt file.*
