I think we should discourage using 0.4-dev version until feature freeze.
There might be a lot of package breakage (wasn't there once a term "chaos
month"?).

Yes this is intended in order to allow having different versions being
installed in parallel. But indeed it might be good to ask the user if he
wants to migrate the packages.
