this was considered, but as geotools seemed to be better maintained when we
discussed this a long time ago, we thought that this would be the way to go.
also the cts extension already uses geotools, although a very old version.

I agree with your idea, I was also thinking about it.
We should integrate also a doc (from wiki) which explains how to setup cs.conf
file. And/or a folder with all cs.conf file already made (organized by national
(?) usage).
If we adopt this solution, I added to this mail the cs.conf file already
