Hi,
No, tab does not have any effect. You can test the trouble yourself by
creating a layer, opening an attribute window and pushing it high up so that
the upper edge goes all the way behind the toolbar. You cannot close the
attribute window because the red X is hidden and you cannot drag the
OJ toolbar that gets hidden under the Windows taskbar comes naturally visible
again if the Windows taskbar is dragged into another place.

Here's a general tip for occurrences like the described below.
If a window is activated on taskbar but does not appear on the screen it often
is simply placed outside of the screen. This also applies to windows, which
title bar is off screen so you cannot grab it to move the window.

input/output driver. You can find also the one connected to shapefile
com/vividsolutions/jump/workbench/ui/zoom/ for zooming (browsing, I think)

OpenJUMP has been partially translated to Telugu,
To work with it, you should download the nighly build (or snapshot)
OpenJUMP-20130207-r3252-CORE.zip
The telugu file is in the language directory
To use telugu language in the UI, change the starting script
(oj_windows.bat near line 20)
