[JPP-Devel] Added cut features tool to Editing toolbox

Hi all, I added a new cutting tool to editing toolbox, "Cut polygons and linestrings" It partially derives from "SplitPolygonToo.class" from Kosmo SAIG and it has been modified to be used for both polygons (multipolygons) and linestrings (multilinestrins). Any modification is undoable. See
