any specific reason to only include it in PLUS and not simply include it in

It is still test and I am sure series of tools can be reduced to one

hmm,
the overhead of packaging it as an extension (on every change) is really not
necessary when you are planning to integrate it in CORE anyway. just develop
and refine it there and in case it is not ready for the next release we simply
disable it.
