Have you checked the output of show system license ?
And does the installed license ID matches with your device ID ?

It seems your problem is related to the BGP license and not to the VC
license.
Can you double confirm this ?
If you deactivate the entire BGP configuration, does your problem get
solved ?

Looks like that JUNOS 12.3R3 (recommended release for J-TAC) does not
recognize that AFL licenses are correctly installed in XRE200 boxes.
