Added a few components. I haven't added a perf component yet since we
probably will need to consolidate our existing perf test tools first.

Currently we don't have any components set up for the project. Unless
there is a reason not to have any components, could we do something like
{core,packaging,perf,clients,contrib,website}?
Thanks Alan. Assignment works but I still don't see an option to set
the state to "patch available" (or "ready for review", or something
equivalent). Does each project have to set up their own workflow?
