This is still an issue in Kubuntu 20.10 (Plasma 5.19.5).
On the other hand, Ubuntu 20.10 (Gnome 3.38) works fine with the same headset -
single press to start/stop playback as it should be.

It turned out that the problem depends on the language. For example, grouping
works fine with English (GB and US) and German, but not with Russian
