I launch Chromium, Konsole, System Monitor, etc. in a same way via Application
Launcher.

Sorry for the late answer.
The right-click menu working before the desktop icons appear.
If I restart plasmashell with `plasmashell --replace`, the restart is
immediately. The desktop icons appear less then a blink
