I have a slightly different but related issue.

When disconnecting an external monitor, my kde panel actually moves from the
connected monitor to the disconnected monitor.

xrandr output before monitor disconnect:

After reconnecting the monitor, the panel returns to the original monitor that
was never affected by the change.

This occurs regardless of whether the primary display is selected as dvi or if
none are selected.

If the display port is selected as primary display, the panel will not move
back on reconnecting, but still moves from the dvi to the now non-existent
display port after the display port is disconnected.
