Kate when Maximized

SUMMARY
On some KDE applications, when I try to maximize the window, the application
does not cover the entire screen.
So far, I see this happening on:
Kate
Dolphin
Ocular

I have attached a screenshot of Kate and Ocular on what it looks like
This is happening on both of these systems

Asus UX370uar
HP ProDesk 400 G6 Desktop Mini


STEPS TO REPRODUCE
1.  Open up Kate/Dolphin
2.  Click the Maximize button on the top right

OBSERVED RESULT
The application does not take up the full screen

EXPECTED RESULT
The application should take up the full screen

ADDITIONAL INFORMATION
On both systems, I changed the Global Scale to 150% (Settings -> Display and
Monitor -> Display Configuration)
Once I change the Global Scale back to 100%, the issue goes away
