Yeah, I didn't have much luck there either. I found two instances of this in
kstyle/breezestyle.cpp:
// no mouse over and no animation in progress, don't draw arrows at all

BTW, all the action is in ./kstyle/animations/breezescrollbardata.cpp, if you
want to try your hand at producing a patch. I gave it a shot tonight but my
head is spinning and I need to go to sleep.
