Um, seems that it's at least not related to the network speed and stability.
Just had it happen on my university's network with high-speed fibre internet.

Have not been affected by this in a while, but happened *once* now while trying
to install a program from Ubuntu repos. I have only experienced this on slow

Should I re-assign this to Neon, since it doesn't seem to happen on other
distros? On Neon Bionic the issue is rather extreme; one must click over 20
times on Install to get a response.

This happens a lot with Discover on Neon User with the Bionic base, although it
looks a bit different: the 'Install' button will blink if I choose it, and do
this until I have chosen it 5-10 times,
