Can you clarify? In what way does it affect other apps? Which apps? Which
notifications? What button do you click that does nothing?

I've noticed the issue with other apps now, so I think it's an issue with
Plasma itself rather than Discover.
I've also noticed that it only happens if I have "send notifications" enabled
for KDE Connect (currently
