I've been thinking about this...
I think Plasma is misleading users if they set update settings to
Apply System Updates: Immediately
And it only does so "after 15 minutes of idle" (which may never occur!).

The importance of this bug needs to be updated to Major to reflect the severity
based on KDE guidelines.
