So, powerdevil actually tries to do suspend-then-hibernate.

I have no idea why hybrid-sleep is a requirement for that, but you can change
in systemd' sleep.conf the HybridSleepMode and HybridSleepState to the same
value as the SuspendMode/State. Then it will work.
