Switching to XCFE seems to fix this. I used command:
sudo apt-get install xubuntu-desktop^
During installation I also chose to use lightdm when offered.

FYI: Fix is not yet available for Ubuntu 23.04. Apparently mutter 44.2 fixes

Appears that this is NOT digikam issue as it seems to appear within Kdenlive
too, so possibly all KDE within Ubuntu 23.04 in my system is affected. I

It's possible to drop files to web browser or (gnome) Files, but all digikam
window appears as inallowed drop location.

Should be. I've just upgraded ubuntu 22.10->23.04 and digikam appimage
7.9.0->8.0.0, so I have only tested it on freshly upgraded 23.04.
