libinput-list-devices does list the mouse so it must be. I'll review the RH
bugzilla and will update if I think it's different.

Fedora is using libinput as far as I know, so I marked it as an duplicate of
bug 357618.

While troubleshooting this issue, I came across the use of the shift key while
scrolling and Dolphin is now usable. I wasn't aware of this change in behavior
but it is interesting. I stil don't believe that it is a duplic
