There is no need to report this to the Mint bug tracker, because you are using
an old Mint version to begin with.
Mint 17.x is based on Ubuntu 14.04 (three years old)
Mint 18.x is based on Ubuntu

This version seems to be the latest version for Mint 17.3 in the Ubuntu and

Would greatly appreciate it if you could tell me how I would report this to the
Mint bugtracker. Also would appreciate it if you could tell me how I can
upgrade to a newer version of Dolphin and/or Plasma.

Although not a programmer, developer, whatever; I noticed when looking at the
backtrace output myself in the Crash Handler Window that certain things were in
red, only a few of them, I am not familiar with
