I remember a bug (somewhere) about needing to separate "configuration" and
"state". As I remember this was recognised as an issue and the work was

It can be done in an incremental fashion whenever anyone wants, due to the
existence of fallback logic in KConfig. There's no pressing need to do this for
Plasma 6.0.
