SUMMARY
Kirigami has a scrolling animation on scroll views. This makes it feel sluggish
and unresponsive to me when using it with an ordinary PC mouse with fixed
scroll steps, in contrast to QtWidgets based applications which don't have this
behavior. I would like to be able to turn this off to match the behavior of
QtWidgets.

STEPS TO REPRODUCE
1. Scroll the mouse wheel in an application that uses Kirigami, like System
Settings

OBSERVED RESULT
There is a scroll animation

EXPECTED RESULT
Scrolling is instantaneous
