SUMMARY
I commonly attempt to zoom out beyond the limit of either 100% image size or
filling the viewport. Allowing to view a further zoomed-out representation of
an image is helpful for reviewing icons or logos.

STEPS TO REPRODUCE
1. Open any image
2. Press Ctrl while scrolling down, repeatedly press the zoom out button
(bottom right of the window), or push the zoom slider to the far left.

OBSERVED RESULT
The minimum image size is at 100% zoom or, if I manually shrink the window and
apply 'fit', corresponding to the minimum window size (which is still too large
for reviewing icons in some cases).

EXPECTED RESULT
To achieve zoom values <100% via Ctrl + scrolling, via the buttons, or via
entering a lower number in a text box.
